Section 708 of the DPA authorizes the President to consult with representatives of industry, industry, finance, agriculture, labour and other interests to enable the development of voluntary agreements and action plans for national defence. A voluntary agreement is a government-approved private association of interests to plan and coordinate measures to support national defence. Under Section 708, participants in a voluntary agreement are exempt from the law of agreements. Voluntary agreements allow cooperation between business competitors in planning and coordinating measures to increase the supply of equipment and services needed for military and internal security purposes. For example, a voluntary agreement could be used to enable cooperation between critical equipment and service providers in the planning and implementation of emergency preparedness, response and recovery measures. For example: a project to expand the production of photovoltaic cells converted into metamorphosis, which can replace traditional Germanic solar cells in photovoltaic batteries. These types of projects accounted for 15% of projects controlled by the PA Title III Office. Title III of the DPA provides for various financial measures, such as loans, loan guarantees, purchases and purchase commitments, to improve, develop and maintain the domestic production capacity needed to support public procurement requirements for national defence and internal security. Title III also authorizes the purchase and installation of equipment in federal and private facilities, factories and other industrial facilities. A typical Title III project focuses on increasing production capacity and reducing the cost of producing new, state-of-the-art technologies needed for military and homeland security purposes. With funds approved and acquired under the CARES Act, this investment in Title III of the CCA will maintain and protect the aerospace-quality capabilities of the domestic industry, which are essential to national defence. This project will fund Control Vision, Inc., a small Arizona-based company, to develop and mature an optical payload and produce a unit for future flight testing.
This investment will improve data collection opportunities during flight testing by improving sensors and software for future missions, and will allow the U.S. government to continue to have access to this important domestic capability. In addition, Control Vision, Inc. is able to retain highly skilled positions that were put at risk during the pandemic, which would be difficult to fill in the event of a loss. On July 12, 2019, the Title III DPA program, in collaboration with the Air Force`s Laboratory Materials and Manufacturing Directorate, AFRL/RX, issued an announcement on The Promotion of Funding Opportunities (FOA) to solicit project proposals for production technology.
