The agreement includes 31 licensed horticulture professions, including 16 new occupations listed here. An agreement allows producers to sponsor workers on three visas: the sector has managed to negotiate a number of concessions under the agreement, including Requirements in English, wage concessions and means of permanent residence. Like other employment contracts, hila should help licensed firms encourage skilled foreign labour where there are needs that cannot be met in the Australian labour market. After completion, an employment contract is generally valid for five years from the date the Commonwealth Government signs the agreement. Concessions Several concessions apply to the new employment contract. The model for the Horticultural Industry Work Agreement (HILA) is now available. Producers can now access the proposed agreement to help apply for skilled and skilled workers. The Industrial Work Agreement is for Australian employers who wish to encourage skilled and skilled foreign labour under a specific employment contract when skilled Australian labour is not available. In 2019, Citrus Australia helped AUSVEG develop an employment contract for the horticultural industry (HILA), approved by the Home Office and implemented from 1 January 2020. The draft agreement has just been finalized and can be seen here. The model can be used by employers who wish to sponsor employees on the visas mentioned above. The entire authorization process can take about 6 to 12 months. Once the authorization process is complete, a sponsorship may use HILA for many foreign workers for the duration of the agreement. Employers in the horticultural industry can submit an individual application to the Ministry of the Interior to establish an agreement between their company and the ministry, with access to the aforementioned concessions. As of January 1, 2020, Australian horticultural companies can apply for the new horticultural industry labour agreement. The Horticulture Labour Convention increases access for skilled and skilled migrant workers for horticulture, provided skilled Australians are not available. Australian employers can use the labour agreement for the horticultural industry: AUSVEG encourages producers to see the agreement and assess how it could help their farm. The agreement is valid for about 15 years, with an element of revision being incorporated into the agreement after the first 12 months. We recommend that employers who wish to assist foreign workers through an employment contract seek the advice or assistance of a registered migration officer first. VETASSESS is the competency assessment authority for occupations declared for the following sectoral employment contracts: employment contracts allow licensed firms to sponsor qualified foreign workers where there are proven needs that cannot be met in the Australian labour market, and standard temporary or permanent visa programs are not available to meet needs.
